This UNESCO report describes the progress of primary school building development under the second Five Year Plan of the Government of Indonesia. The main objective of the construction program was to increase the enrollement of children of primary school age to 85 per cent of all eligible children. Chapter I provides an historical perspective on primary school construction in Indonesia from the Dutch colonial period to the end of the first Five Year Plan in 1973. Drawing heavily on results of a 1975 survey of the implementation of the national primary school building program in East Java, Chapter II briefly outlines the development of primary education under the second Five Year Plan, 1974-1978. Chapter III discusses the design of the 22,000 school buildings which was standardized except for local variations in materials used. Drawings of alternate site layouts and suggested methods of construction are included. Chapter IV examines the Presidential Instructions to the ministries responsible for implementing the program. Chapter V provides an overview of the instructions of the Minister of Interior to the municipalities. Chapter VI assesses progress and problems of the program. Twelve tables of data and 10 figures as well as several photographs of completed buildings are included in the report. A sample construction contract is appended. (RH)
