The author discusses the ways libraries may be able to easily provide content and services to mobile phones by developing software for either of two platforms used by Apple and Android-based products. He explains the ways to develop these software such as knowing the software development tool chain, acquiring the SDK, and using simulators. He also explains how to build an application with only the use of HTML, CSS and JavaScript. In his opinion, however, over the web is the best way to deliver content and service.
