In 2003, a group of experts identified four grand challenges for cybersecurity: eliminating major threats like viruses, spam, and denial-of-service attacks; building trustworthy, resilient large-scale systems for critical infrastructure; providing user-friendly security and privacy tools for ubiquitous computing; and developing quantitative risk management techniques comparable to those in finance. Reflection in 2023 reveals that none of these challenges were fully achieved, due to incomplete assumptions, unforeseen scaling issues, and evolving threats, though some progress has been made. The authors call for a new Grand Challenge Symposium to define today’s cybersecurity priorities, leveraging lessons from the original workshop to inspire research and innovation. Such gatherings structure debate, foster collaboration, and influence the development of future cybersecurity leaders and solutions.
